Ireland is all set to launch a new gambling licence system in 2025. The country’s newly created authority, called the Gambling Regulatory Authority of Ireland (GRAI), will manage this process. GRAI Begins New Licensing System

The GRAI officially started on March 5, 2025, and will now take care of all licences for gambling in Ireland. If you want to offer gambling services to Irish players whether from inside the country or online from outside you must apply for a licence from GRAI.

Right now, companies still need to follow the old laws like the Betting Act 1931 and Gaming and Lotteries Act 1956, until the new licence system is fully working. Applications for lottery events will still be handled by District Courts and the An Garda Síochána during the early stages.

  1. Public Notice First
    The first step is to publish a notice saying you plan to apply. This must be made public at least 28 days before you send your full application. You’ll also need to give proof of this to GRAI.

    You’ll need to gather important business details, like:

    • Company structure
    • Policies for anti-money laundering
    • Names of owners and key managers
  3. Apply Online
    Once ready, you must send your application through GRAI’s online portal. A fee will apply and will depend on your company’s earnings or expected earnings.
  4. Review Process
    After you submit, GRAI will study your documents. They may ask for more information or check with other regulators.

In-Person Betting? Get Ready for Inspections

If your business includes land-based betting, GRAI will visit your place to make sure it follows all the rules. You must show:

  • Building layout/floor plans
  • Fire safety certificates
  • Any other documents related to the premises

Only after this check will GRAI decide whether to approve or deny your licence.

What Happens After You Get a Licence?

Once your licence is approved:

  • You must inform GRAI if you make any big changes, like new owners or directors.
  • If your income goes higher than expected, you may need to update your licence and pay a new fee.

Types of Licences in Phase One

In the first step of the rollout, GRAI will focus on:

  • B2C Betting Licences (for online and in-person operators)
  • Remote Betting Intermediary Licences

Each type has special requirements. For example:

  • Online operators must give technical system details
  • In-person operators must submit maps of betting locations
  • Everyone must show customer policies, like rules and terms
