The first step is to publish a notice saying you plan to apply. This must be made public at least 28 days before you send your full application. You’ll also need to give proof of this to GRAI. - Collect Your Documents

- Names of owners and key managers
- Apply Online
Once ready, you must send your application through GRAI’s online portal. A fee will apply and will depend on your company’s earnings or expected earnings. - Review Process
After you submit, GRAI will study your documents. They may ask for more information or check with other regulators.
In-Person Betting? Get Ready for Inspections
If your business includes land-based betting, GRAI will visit your place to make sure it follows all the rules. You must show:
- Building layout/floor plans
- Fire safety certificates
- Any other documents related to the premises
Only after this check will GRAI decide whether to approve or deny your licence.
What Happens After You Get a Licence?
Once your licence is approved:
- You must inform GRAI if you make any big changes, like new owners or directors.
- If your income goes higher than expected, you may need to update your licence and pay a new fee.
Types of Licences in Phase One

- B2C Betting Licences (for online and in-person operators)
