The New Zealand government has proposed a new law to create a regulated online casino market. Up to 15 companies will be allowed to operate, chosen through a competitive bidding process. The law also introduces stricter rules to better control online gambling. The first licences are expected to be given out in 2026.
15 Online Casino Licences Up for Bidding
New Zealand plans to allow 15 online casino operators through a competitive bidding process. Applicants must submit business plans and share key details with the Gambling Commission. The government expects strong interest from international casino brands, seeing this as a gateway to the global market.
However, not everyone is convinced. SkyCity, the country’s biggest casino operator, has raised concerns. In a letter to Minister Brooke van Velden, the company warned that too many licences could overcrowd the market and make it harder to protect players.
Player Protection and Ad Rules Take Priority
The Department of Internal Affairs says the new online gambling rules will focus on keeping players safe.
“The Online Casino Gambling Bill will introduce a regulatory system for online gambling in New Zealand, which will prioritise harm minimisation, consumer protection, and tax collection,” said Minister van Velden.
Advertising will be allowed but with restrictions. While details are still to come, the government is especially focused on stopping social media influencers from promoting illegal offshore sites. Companies that break the rules could be fined up to NZ$5 million.
More information and public input will be invited when the bill reaches the select committee later this year.
iCasinos Expand, Sports Betting Closes
As the government opens up online casinos, it’s tightening control on sports betting. Changes to the Racing Industry Act 2020 make Entain (operator of TAB NZ) the sole legal provider of online betting.
Entain, which also runs Ladbrokes and Neds in Australia, holds a 25-year TAB NZ deal and is likely to stay strong despite the changes to casino rules.
