Italy’s Customs and Monopolies Agency (ADM) is making big changes to how online gambling works in the country. As part of a major reform, 46 gambling companies have been picked to receive new nine-year licenses, but they come with a hefty price tag of €7 million each.

Italy Overhauls Online Gambling Rules

To move forward, each of the selected companies must pay €4 million upfront, offer €3 million in financial guarantees, and pass detailed checks on how they operate. They also need to upgrade their platforms to meet stricter security and tech standards so they can connect with Italy’s national monitoring system. All of this must be completed by the end of July 2025.

This new system replaces the old setup where operators could pay just €200,000 and run multiple websites under a single license. Now, it’s one company, one license, and one website. This raises the bar and will likely push smaller or unprepared operators out of the market.

ADM to Cut Number of Gambling Sites

ADM wants to reduce the number of legal gambling websites in Italy from over 400 to around 50. By banning secondary websites and sub-brands, the goal is to make the industry more transparent and easier to regulate.

Companies that don’t meet the new requirements on time will have to shut down by mid-August 2025 and return all player funds. Any unclaimed balances will go to the national Treasury.

Additionally, gambling operators are now required to report the number of active player accounts every week. Missing this deadline means immediate suspension.

Lawmakers in Italy are also considering easing the current ban on gambling sponsorships in sports. If the rules change, regulated ads could return under a new legal framework.
