Ukraine has officially restarted its lottery licensing system after a long pause of more than a decade. The country has granted new licences to three lottery operators, marking an important step in rebuilding regulation in the sector.
The licences were awarded to MSL, Patriot, and Ukrainian National Lottery. Each company paid €0.53 million to receive the operating permit. As a result, the Ukrainian state budget has already received around €1.6 million from the licensing process.
Officials confirmed that the payments have already been transferred to the national budget this year. The move is part of the government’s plan to bring transparency and stronger regulation to the lottery market.
A New Regulatory System for Lotteries
For many years, the Ukrainian lottery sector operated without updated licences or strong oversight. Now the country has introduced a new regulatory structure designed to monitor lottery operations more closely.
Under the new rules, operators must follow strict reporting requirements. All lottery companies are required to submit electronic reports to the national monitoring system known as PlayCity.
This system allows regulators to track lottery activity in real time. Authorities can monitor ticket sales, prize payouts, and other important operational data.
The new framework also requires unique QR codes on every ticket and terminal. These codes allow both regulators and players to check the authenticity of tickets and verify that the sales point is legal.
Stronger Transparency for Players
One of the main goals of the new licensing system is to increase trust in lottery operations.
With QR verification and electronic monitoring, players can confirm whether a lottery ticket is valid and whether a vendor is authorized to sell lottery products.
These changes also help ensure that prize payouts are handled correctly and that lottery draws follow transparent procedures.
For consumers, this means greater protection and more confidence when participating in lottery games.
Benefits for the State Budget
The licensing process also provides financial benefits for the Ukrainian government.
The initial licence payments have already generated €1.6 million in revenue. In the long term, authorities expect the regulated system to create steady income through licence renewals, taxation, and operational monitoring.
The government also hopes that stronger regulation will reduce illegal or unregulated lottery activities that previously existed in the market.
By improving oversight, the state can maintain better control over the industry.
Temporary Licence Structure
The licences issued to the three operators are considered transitional permits.
They will remain valid for the duration of martial law in Ukraine and for one additional year after it ends, with a minimum validity period of three years.
Previously, Ukrainian law allowed licences to run for ten years. However, the government has intentionally shortened the current licence period.
This approach gives regulators more flexibility to improve the legal system before issuing long-term licences in the future.
Upcoming Changes to Lottery Laws
Ukraine is also planning major legislative reforms that could reshape the lottery market even further.
The Ministry of Digital Transformation, working together with PlayCity, is preparing proposals to modernize the licensing framework.
One of the key ideas is to replace the traditional selection process with an electronic auction system, where licences would be awarded to the highest bidder.
This change aims to make the process more transparent and competitive.
Opening the Market to International Operators
Another important goal of the upcoming reforms is to allow foreign companies to enter the Ukrainian lottery market.
By removing barriers to entry, authorities hope to attract international investment and bring new technology and expertise to the sector.
This could lead to stronger competition, better services for players, and higher revenue for the state.
Separating Lotteries from Gambling
The planned reforms will also clearly separate lotteries from other gambling activities.
Officials want to prevent lottery products from being used as a cover for betting or casino-style games.
As part of this effort, the proposed legislation may ban certain products that closely resemble sports betting, such as toto-style lotteries.
The reforms could also prohibit the use of casino equipment or design elements in lottery offerings.
These changes are intended to ensure that lotteries remain a distinct and regulated entertainment product.
A New Phase for Ukraine’s Lottery Market
The return of official lottery licences marks an important moment for Ukraine’s gaming regulation.
After more than 12 years without updated permits, the government is now rebuilding the system with modern monitoring tools and stricter rules.
The combination of licensing revenue, digital oversight, and upcoming legal reforms could create a more transparent and competitive lottery market.
