Curaçao’s gambling regulator has announced an important update for online gambling businesses. The Green Seal licenses, which were set to expire on 24 June 2025, will now remain valid until 24 December 2025. This applies to both B2C (business-to-customer) and B2B (business-to-business) operators under the current transition system.
The extension gives operators more time to meet the updated rules under the country’s new gambling law, known as the National Ordinance for Games of Chance (LOK).
Extra Time for Green Seal Licence Holders
The Curaçao Gaming Authority (CGA) explained that this six-month extension is not for everyone. Only operators who meet certain conditions will be allowed to continue operating until the new date. These eligible operators will receive official confirmation by 27 June 2025.
The CGA made it clear that businesses must show clear progress in meeting all the new rules. Those who received licences on or after 25 December 2024 must prove that they are working hard to follow the updated LOK requirements. If they don’t, they might not get an extension or a full licence.
What Are the New Licence Rules?
Curaçao’s gambling reform is bringing strict new requirements. Operators must now follow:
- Better protection for players
- A proper system to handle player complaints without going to court
- Strong anti-money laundering (AML) controls
- Improved reporting and responsible gambling measures
These changes are being made to clean up the industry’s image and make Curaçao a more trusted location for international gambling businesses.
Why the Extension Was Needed
The reform has been ongoing since late 2023, but the rollout has faced many delays. The CGA received a large number of licence applications last year, many of which were incomplete or missing key documents. This caused major backlogs and slowed down the entire system.
At the same time, older licences under the previous system expired. The regulator had to open up the application process again and again to keep B2C and B2B services running under the new rules.
Political Pressure and Public Concerns
Not everyone is happy with the way the transition has gone. In late 2024, politician Luigi Faneyte from the Real Alternative Party made a formal complaint. He claimed that licences were being issued without proper legal backing and suggested fraud or money laundering may be involved.
The CGA has firmly rejected these accusations. It says the new licensing system is fair, legal, and built to improve the entire gambling industry on the island. The authority believes that once fully in place, the LOK system will raise Curaçao’s status as a trusted regulator worldwide.
