Europe is changing the way the digital world works and online gambling companies are directly in the spotlight. Whether a gambling site is based in the EU or outside, if it targets EU players, it must now follow strict new rules. These changes are coming through three big regulations: the European Accessibility Act (EAA), the Digital Services Act (DSA), and the AI Act. All three have deep impact and wide reach. 

Accessibility Rules: Make Your Website Easy for Everyone

From June 28, 2025, the European Accessibility Act will make it mandatory for all online services to be usable by everyone including people with disabilities. This applies to:

  • Websites
  • Mobile apps
  • Payment systems
  • Customer service tools

Even if your company is not based in Europe if your customers are in Europe, you must follow these rules. This is now a basic requirement to offer gambling services in the EU.

While games themselves might not need changes, everything leading up to the game (like login, payments, menus, etc.) must be accessible.

The rules are not fully clear yet, but EU will create a single standard over time.

There’s a 5-year grace period for services already in use, but new services must follow the rules from Day 1.

DSA: Keep Online Spaces Safe and Clear

The Digital Services Act, already active in 2024, is about online safety and responsibility. If your gambling platform has:

  • Social feeds
  • Forums

Then you are responsible for what happens there.

Under DSA, you must:

  • Be clear about your terms and conditions
  • Remove harmful or illegal content
  • Publish regular transparency reports
  • Clearly mark advertisements

Even if your gambling site is not based in the EU if it targets EU users, these rules apply. You may also have to follow an advertising code of conduct that is being developed.

Extra Tip: Many gambling sites forget that simple features like chat support or leaderboards could count as “platforms.” So check all your site features carefully.

AI Law: New Rules for Using Artificial Intelligence

The EU has passed the AI Act, the world’s first big law to manage how AI can be used. This law affects gambling sites that use AI for:

  • Player profiling
  • Personalized offers
  • Chatbots for support

Even if your AI is not “high risk,” the law wants to make sure it’s used in a transparent and fair way.

Key rules:

  • You must tell users if AI is being used
  • There must be human oversight of AI decisions
  • AI tools must be safe, not manipulative

This shows that Europe is trying to make digital spaces fair, safe, and equal for all users. Gambling companies that don’t prepare early may lose customers or face big legal trouble.
