Spain’s main gambling regulator, the Directorate General for the Regulation of Gambling (DGOJ), has officially restarted its Responsible Gambling Advisory Council and shared a new draft plan to make gambling safer in the country through 2030.

New Council, New Goals
The updated Responsible Gambling Advisory Council held its first meeting on June 19 in Madrid, after the previous group finished its term in May. Now under a new mandate, the council is again led by DGOJ Director General Mikel Arana.

- Researchers and academics
- Health and addiction experts
- Gambling operators and industry groups

Draft Plan: Safer Gambling from 2026 to 2030
One of the biggest topics during the meeting was the introduction of the Programa de Juego Seguro 2026–2030, or the Safe Gambling Program 2026–2030.
This is a long-term plan that will guide how Spain approaches gambling policies over the next four years. The plan is based on three key areas:
- A full assessment of the current gambling environment in Spain.
- Preventing gambling harm and promoting safe play.
- Stronger protections for all gambling participants.
The draft strategy outlines six main goals and 22 detailed actions that will help achieve these goals. These include:
- Better monitoring using data and research
- New projects between government, regulators, and other council members
- Clear steps to protect players more effectively
Public Feedback Coming Next
The draft plan is not final yet. It will go through a three-month consultation period, giving council members time to review, give feedback, and suggest changes.
By autumn, a final version of the plan will be ready and will likely be approved in the next meeting. Once approved, it will become Spain’s official strategy for reducing gambling harm through 2030.
